What are the differences between an iPhone 3 and 4 and the iPhone is it worth it?

I'm not much of a tech-y guy, and I'm getting an iPhone to my Birthday. I noticed that 4 iPhone costs three times the previous version. I look at the list of differences, but it's mostly jibrish to me. Can someone explain to me the differences between the two, and if it is worthwhile to get the latter?
